GIZ (Implementing Agency of the German Federal Ministry for Economic Cooperation and Development)
Advisor / Project Manager in respect of the promotion and implementation of Development Partnership Projects involving GIZ partnering with the private sector to assist Water Services Authorities within the catchment areas of transboundary river systems to manage their water resources more efficiently in terms of the quality of water in the rivers, water conservation and reduction of non revenue water. Projects include:
· Water demand and conservation project covering leakage reduction in 40,000 households in Emfuleni Municipality, including associated community awareness and training programmes and water conservation and awareness programmes in schools. Private sector partner is Sasol.
· Assessment and identification of required interventions to assist the Polokwane Municipality bring its Waste Water Treatment Plants up to the Green Drop standard. Private Sector partner is South African Breweries.
· Working with the Department of Water Affairs and the Strategic Water Partners Network to identify further projects that would have a positive impact in achieving significant reductions in non revenue water within the major water users in South Africa

Kungwini Local Municipality
Advisor under a South African Institution of Civil Engineers / DBSA managed, and Gauteng Provincial Department of Local Government funded, programme to provide experienced support to municipalities. Providing support to the Municipal Manager and to the Director of Service Delivery with specific focus on water and sanitation as well as economic development through the support to, and control of, private sector township development. Work has included preparing financial models to predict staff costs and tariff systems. Involvements included policy development, budgeting and tariff modelling, organisational structuring, inputs into the Integrated Development Plan and Spatial Development Framework, water and sanitation master planning and the implementation of emergency capital projects. Undertook detailed studies to update the 2001 census information on the numbers of households in each area of the municipality and to apply water usage predictions to these areas. This resulted in the ability to predict the water balance and the non-revenue water status of the two water service areas despite the lack of detailed records.

Specialist in two man team appointed by the World Bank with finances provided by the Public-Private Infrastructure Advisory Facility (PPIAF) to undertake a case study on the Nelspruit Water Concession based on its performance over a 10 year period. Objectives were to determine the benefits achieved, to determine whether the process could be replicated on other sites, to determine elements of the process that have been particularly successful, to assess the benefits of using governmental grants and subsidies in contracts involving the private sector and to determine optimum models for the involvement of the private sector in the delivery of water and sanitation services. Private Research into the Financial and Capacity Factors in South Africas Municipalities which Influence their Capacity to Undertake Service Delivery
Undertook this research work as a personal project to better understand the various factors which impact on the capacity and ability of all 284 municipalities to achieve their service delivery responsibilities. Determined over 90 municipalities which are going to require considerable support in the medium term if they are going to achieve their objectives. Project culminated in the presentation of a paper The Forgotten Municipalities to the national conference of the Institution of Municipal Engineers. The paper received the award for the best paper by a non-member of the Institution. January October 2004

Study of Future Options for the Delivery of Water Services for Maluti a Phofung Municipality, Free State
Specialist, appointed in association with the legal consultants, Ashira Consultants, to undertake the above study, in accordance with the requirements of section 78 of the Municipal Systems Act. The purpose of the study is to assist the municipality to make a considered decision of how to best provide water services after the two existing public/public management contracts come to an end in June 2004. The process involves considering an internal mechanism initially and then, after a decision by Council, to consider the various options of external mechanisms. This project is being used as a pilot study to test the application and inter-dependence of the various aspects of legislation which impact on this type of process. Funded by the MIIU. Study Leader of a multi-disciplinary team to undertake an investigation of possible delivery options for this new municipality which combines Richards Bay and Empangeni as well as the surrounding peri-urban and rural areas. The area represents a mix of water users from major industrial to isolated rural. The study was structured to identify, in terms of the processes set out in the Municipal Systems Act, whether the municipality has the necessary capacity to undertake the service provision through its own internal structures or whether there would be any benefit in looking at a partnership approach. Diagnostic Studies into Service Delivery Restructuring for District Municipalities and Aspirant Metropolitan Councils, Municipal Infrastructure Investment Unit
Team Leader of a small team of specialists who undertook high level studies into the financial and service delivery capacity of district municipalities and aspirant metros. The studies were focussed at identifying possible restructuring methods or ways to improve the delivery of services which are the responsibility of these municipalities in terms of the Municipal Structures Act (as amended). The specially selected team used its knowledge and experience gained in similar projects throughout South Africa to suggest ways in which the municipality can better meet the responsibilities which have been allocated to it. Studies included Nelson Mandela Metro (based in Port Elizabeth), Mangaung (based in Bloemfontein), Ugu (based in Port Shepstone) and uMsunduzi (based in Pietermaritzburg). August 2001 January 2002.
Formalisation of Water and Sanitation Services Delivery Arrangements for Maluti a Phofung Local Municipality, Free State
Study Leader to initially determine the current status of the arrangements between the Department of Water Affairs and Forestry, a water board which is currently providing the water and sanitation service and the newly constituted local municipality. The purpose of the study was to give guidance to the various parties on the options to formalise the arrangements and to identify a way forward for the future. This then led to the preparation and negotiation of a contract whereby the water board will act as the service provider on behalf of the municipality. Funded by MIIU. March to December 2001.

Retail Water Distribution Project for Bushbuckridge
Core Team Member working for Chemonics International and ValuAdd on a four year technical assistance programme, funded by USAID, which has the overall objective of building capacity within the Water Services Authority. The service is currently provided by the national Department of Water Affairs and Forestry who have recently established a Water Board who will be responsible for the bulk supply to the area. The recently created local authority for the area, which is also the Water Services Authority, has no history of providing water services and will have to develop this capacity through transfer of staff and resources from the national department as well as developing its own capacity. The programme provided assistance to empower them to be able to accept the responsibility of the provision of an adequate and sustainable retail water service to this mainly rural area in the Limpopo Province.
Responsible for providing detailed specialist inputs in respect of:

Management Contract between the Harrismith Local Authority and Rand Water Board
Lead Consultant to Harrismith Transitional Local Council in the Free State advising them on the finalisation of a three year interim management contract for the provision of water and sanitation services with Rand Water, a public water board. Responsible for the final negotiations on the contract and for structuring a balanced contract between the two parties. The contract is supported by a business plan which defines the interventions that are required of the water board. This project has particular importance as it has been identified as a prime example of a public/public (as opposed to a public/private) partnership. Funded by MIIU. June 2000 October 2000

Investigation into Private Sector Participation Options for the Hydraulic Branch of Port Elizabeth Municipality
Project Leader for an initial study to identify various options for private sector participation for the water supply and sanitation services for the City. Led a team of financial, social and technical experts who undertook the investigation and who made recommendations to the Council as to the options to be considered further. Funded by MIIU. Restructuring of Water, Waste and Sewage Services, Greater Pretoria Metropolitan Council, South Africa
Project Leader for an investigation into methods of improving the efficiency of the water supply, solid waste disposal and sanitation services of the Metropolitan Council with possible extension to include the related functions of the next level local councils. Investigation included consideration of the benefits, or otherwise, of placing such services into specially established, non profit making, companies and the likely managerial, legal and financial structure of such companies. October 1997 - June 1998.
Concession for Water and Sanitation Services, Nelspruit, South Africa
Technical Advisor as member of team evaluating bids for a 30 year concession for water and sanitation services for Nelspruit Transitional Local Council to serve a population of 300,000. Was responsible for the assessment of the capabilities of the bidders as well as the analysis of the performance standards, capital investment programmes, operations and maintenance proposals and the tariff structure.
Team Leader of the advisory group negotiating the contract with the preferred bidder and assisting Council members and officials to conclude the terms of the contract. Provided major inputs into the development of the detailed concession agreement including aspects such as technical standards, tariff structuring, contract monitoring, hand over procedures, transfer of personnel, performance standards, etc. This was the first such concession of its type in South Africa. May 1997 April 1999.
Strategic Planning for Directorate of Department of Water Affairs, South Africa
Facilitator for various meetings and solution seeking exercises. Assisted Directorate: Project Planning of the Department of Water Affairs and Forestry to develop their strategic plan within the changing institutional framework of the Department and the changed approach to water provision in South Africa.
