Has led the advisory team in a number of public/public and public/private partnership programmes in South Africa mainly involving the water and sanitation sector. Has also had direct involvement in the operation and future structuring of a number of water services authorities and water services providers that were responsible for the in-house provision of water services. Was the leader of diagnostic study teams who assessed the ability of various municipalities in respect of service delivery, cost recovery, financial soundness and the potential for local economic development. He also has developed models to estimate staffing requirements and costs as well as tariff structuring and has undertaken considerable work in structuring budgets for water and sanitation departments including linking these to water demand predictions. Registered as a professional engineer in South Africa, his background is municipal engineering gained from working in a new town and local authorities in the UK as well as with consultants in South Africa. As an active member of Toastmasters International, he is a skilled presenter and facilitator and has over 25 years experience in top management positions where he was responsible for all aspects including finance, administration, legal, human resources and information technology.
